Rules and practices!


Less than fifty feet away from where the notice forbidding dogs in the garden, I noticed this dog. It did not seem to be a guide dog as the gentle man who owned the dog, seen in the picture seemed well enough to be needing a guide dog!

We propose rules knowing that it would be broken. We add a fine to defaulters. When that also does not change human behaviour the authorities feel helpless! It is a costly affair to keep a watch man to prevent walking the dogs in the garden... 

The question is not at all about compliance, but about the importance we offer to the value system. The reason this notice was put up abut ten years back was because this garden attracts visitors from many countries. Visitors who come from countries where a dog is seldom a domestic pet caused worry to them about coming to a place were dogs are not in a leash! However the local authority wanted to popularise the park for walks, picnics and group activities to promote health life style! 

A dog walker does not see this point of view! The individual rights over public convenience!
